The Phonetic Sarah Palin

An oddity from the prepared text of Palin's speech [emphasis added]:

Terrorist states are seeking new-clear weapons without delay

I didn't look in time to see if it was rendered this way on the teleprompter but I assume this spelling was designed to prevent her from a mockery-inducing Bush-like pronunciation of "newkyuler."

If you read deep enough into the Republican platform, you'll see the line item expressing concern that terrorists might be building deadly weapons out of clear materials like glass and acrylics, and that they might be able to sneak these clear weapons into the United States unseen. That's why the GOP is calling for up to $500 million a year on a program to continuously shake a fine coating of flour at all airports and border crossings. The white powder will settle on the outlines of any clear weapons, making them visible to security agents.

That, or Palin is too chickenshit and elitist to speak in her own voice and say "new-cue-lur" like many average Americans do.
