Newsweek's Fineman:

I've recently spoken with two of the finalists for the role of Barack Obama's running-mate, and to two other sources who are close to the process.

My bottom line is this: Barring a big surprise or last-minute change of heart, the choice is likely to be Sen. Joe Biden of Delaware, chairman of the Foreign Relations Committee.

As a counterweight, this comes from a Democratic insider who has watched Biden for years and doesn't think it'll be him:

obama does not believe he needs foreign policy help, and does not want to create the perception that he needs the help....  he is very secure in his own skin with respect to what he knows, and the judgment and wisdom he brings, to national security decision making.  talk to hagel and reed and their traveling staff about the recent trip to learn about how confident and at ease obama is when it comes to the issues.  and, with respect to the most volatile aspect of the trip, the israelis may remain a tad nervous about the thin resume, but they are virtually unanimous in saying obama knows his stuff.  he clearly did not need biden on the trip to add credibility.  i have no doubt obama is looking forward to his debate with mccain on national security issues, especially since mccain will be set up as the expert and obama as the neophyte.  so, finally, when obama is in the white house, i bet he doesn't want joe biden, as much as he may like him, at his elbow thinking the VP is really in charge of foreign policy.

I suspect Biden is not like that, but this is a good enough reason not to go with an FP VP.  But then again, with a heavy domestic agenda at hand, you do need a strong overseer of FP, whether Veep or Secretary ... The questions are these: first, does Obama want to concentrate on foreign or domestic policy - whichever one it is, he'd go for the other as a strength for his Veep; second, regardless of how Obama views himself, how do the people view him and his FP credentials?  I suspect Plouffe's advice would be on the basis of the second question - interesting to see how it pans out.

Obama may not want to spread the impression that he lacks foreign policy expertise, but it is already out there. I'm sure he's a very curious and informed persion on international affairs, if nothing else given that he requested to sit on the Foreign Relations Committee, which coincidentally Biden chairs. However, he has to deal with the narrative of his campaign realistically. Biden could help in that regard.

But, yeah, Obama probably does better to double down on the economy and suburban pocket-book issues. And if he needs to reinforce any vulnerabilities, they're not on specific policy areas, where Obama's policies are almost uniformly in line with large majorities of the public. The vulnerabilities Obama may need to reinforce are cultural. He needs a white guy, preferably with an educated Southern accent, a Western background, and/or military experience.

Gore gives you two out of three--three out of three if by 'Western background' you mean not Asian-American.  (And except for Texas, is it even possible to have a background from the American West and also have a Southern accent?)  Of course, People tend to forget that Gore served in Vietnam.  Being an Army journalist isn't quite the same as being a POW, I guess.

Only an insecure person would be touchy about such things. Obama is lots of things, but touchy and insecure about foreign policy is not one of them. He really does know his stuff.

A secure man isn't worried about giving people what they'd like to see, regardless.  Check out how much time he gave Team Clinton at the convention.  He did not have to do that.  

This feels like bored, frustrated tea leaf reading and I say this as a bored frustrated tea leaf reader.

I hope its tomorrow.
