The lede of a June 28, 2000 piece in the New York Times:

Gov. George W. Bush of Texas said today that if he was president, he would bring down gasoline prices through sheer force of personality, by creating enough political good will with oil-producing nations that they would increase their supply of crude. [itals added]

And today:

Saudi Arabia's leaders made clear Friday they see no reason to increase oil production until customers demand it, apparently rebuffing President Bush amid soaring U.S. gasoline prices.

It was Bush's second personal appeal this year to King Abdullah, ... But Saudi officials stuck to their position that they will only pump more oil into the system when asked to by buyers, something they say is not happening now, the president's national security adviser told reporters.

Either the original theory was wrong, or George isn't as charming as he thinks he is...

I don't know much about this, but I heard some intelligent sounding petroannalysts on the BBC a week or so ago, both of whom argued that at the moment, an increased supply of crude would do little to nothing to relieve the price at the pump.

Since most of our oil imports are from Canada and Mexico, why not negotiate with them to lower the price of crude they charge us?  Indeed, we could offer to resolve the immigration controversy favorably to Mexico in return for a deep discount on crude.

nbarry, ain't going to happen with Mexico, they rely too much of the revenues. What we can do is offer to help them with drilling technology on the huge oil field  the Ku-Maloob-Zaap in the Gulf of Mexico and at  Chicontepec with its 17 billion. Cantarell is running dry and they don't really have the tech to get it from there.

That would require reversing the Bush tax cuts so we stopped running structural deficits.  The Republicans sure as hell aren't going to do that, and the Democrats are not going to do that before an election.
